When Does Ref's Jurisdiction Begin?

This highly amusing joke from Voltage got me wondering. At what point does the ref have the authority to issue a card ? I know he can do it after the final whistle, but what about at the start ?

Thanks Lie-in King, that makes interesting reading and is certainly conclusive at International and other high levels. Pub teams etc a bit more of a grey area, referee's decision is final it seems.
