14a Direction of return for Phoenix, a state capital

I can see capital as the definition and UPPERCASE as the answer

The direction is UP, of return is PER but I don't know where Phoenix fits in? Unless it is just an example of a proper noun that should be capitalised?

I may have answered my own question there,😋
