The Immigration Bill was only announced on Thursday:

Since it's only a
Bill at this stage, it has to go through all of the usual Parliamentary procedures (which, since it's so contentious, are unlikely to be trouble-free). So it's unlikely to be passed into law for well over a year (and possibly not brought into effect until well after that). It's also possible, of course, that the Bill could be rejected by Parliament (or, at least, watered down so much as to become largely ineffectual).
